Senate GOP Back Trump's Proposal to Replace Obamacare

American senators are working through the weekend for the first time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as GOP senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Impact of Federal Closure

The impact on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as federal workers went without pay, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Plan from Florida Resort

As Saturday's meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the plan, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator said.

Another senator praised Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Democratic lawmakers shared alarmed reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator reacted to the criticism of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I welcome your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an developing proposal from a small group of centrist lawmakers to end the closure in return for a future vote on the ACA payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and extend the payments for a year.

Another leading Democratic senator continued in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the subsidies.

"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the support of several Democrats to restart the government, and the idea of repealing and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some observers indicated that the core of such a proposal would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the plan that failed to secure enough support in 2017.
